if you use light in cycles, you can use nodes ant paste the noise texture directly into the light. so it will project that light

For the light texture effect you were talking about at 11:40, you can use ies light textures for that instead

He could have done much more to optimize the scene. There so much geometry iutside the cameras reach. Thats one thing baga pie doesnt have. The camera clipping. Scatter is .ire oorimized in that way. Its actually called camera culling. Everything oitside the cameras matrix is nit being renderedz saved tons of texture data and geometry data going into the system
