I think the main reason King and Queen have those insne bounties are for Oda to make Zoro and Sanji surpass that. Zoro will definitely have bounty higher than 1.5 bill. Luffy's bounty will also be huge, his bounty got tripled just be defeating a first commander. He is getting insane power ups to catch upto an emperor. It feels like Oda is revealing Luffy's identity(Joyboy or df awkening), so WG will view him as a threat bigger than whatever BB was. If strawhats vs Kaido is to happen, they will all get more bounty than what you predicted.
