The smaller bases grouped into 4 gives the units some volume and depth, I like that style

The 4 x bases looks better, in my opinion. But I think it really depends on the “scale” of the unit represented. So if each tactical unit is a Battalion, then formations matter. However, if each tactical unit is a Division, or a Brigade, then the more static shape is probably better.
