You also need NB_RECOL.WAD for textures, but that's located in the same place where you can download Mr. Doom 2. There's a "How To" in the download folder as well, so be sure to read that as well.

I still am doing some test runs on it, at the moment, so if you find any bugs or problems with it, let me know.
I also have a Super Mario Kart MOD. If you want to try that out, just download the patch and apply it to a headerless rom. Give me feedback on any glitches found there.
