Railroad crossing video guidelines:
1. Has to be filmed on a tripod
2. No missed activations
3. No crossing videos outside of PNW (Oregon, Washington, Idaho, Alaska, and British Columbia)
4. No interrupted videos (video abruptly ending)
5. ONLY one crossing video per person (no duplicating streets unless there IS an update)
