If you actually up your graphics settings your CPU will stop stuttering. Its counter-intuitive, but if your GPU is relaxing and the CPU is pinned, the GPU is waiting for the CPU to give it more work when it cannot, so you get stutters. Upping your graphics settings will mean the CPU is being asked to draw less frames per second. Hopefully you get what I mean I'm not sure I explained it amazingly.
